Europe is redefining its digital policy. Germany and France are placing digital sovereignty at the center. Aachen/Brussels, November 27, 2025. In the Franco-German Digital Summit On November 18, 2025, in Berlin, Germany, France, and the EU initiated a fundamental policy shift in favor of digital sovereignty. This new direction strengthens the development and procurement of European software solutions and sends a clear signal for Software Made in Europe and IP Made in Europe.
Chancellor Friedrich Merz stated that every purchase of digital solutions is also a decision for or against digital sovereignty. Digital sovereignty certainly comes at a cost, but dependence incurs even higher costs. French President Emmanuel Macron emphasized that we must defend digital sovereignty. Otherwise, we would have the best regulations, but we would no longer be regulating anything.
These statements and further announcements at the Digital Summit mark a far-reaching political shift that structurally strengthens the European digital economy.
